About Us
Incorporated in 1994, Western Botanical Services, Inc. (WBS) provides consulting services to private and public entities in need of erosion control, revegetation, ecological restoration expertise, wetland delineations, and botanical and soil surveys. WBS provides pre-project surveys, project design, construction management, and post-construction monitoring services. WBS associates include engineers, hydrologists, botanists, landscape architects, soil scientists, material suppliers, and contractors, giving us the capacity to design and oversee construction of large, complex projects. WBS is a Certified Small Business and a Certified DBE in California and Nevada. Julie Etra, MS, CPESC, and President of WBS, also served as President and Director for the Western Chapter of the International Erosion Control Association (IECA) and is an on-going editor of the organization’s publications and reviewer of conference abstracts. She has published numerous articles in Erosion Control, EC and Land and Water magazines. Articles focus on innovative soil restoration techniques and plant establishment. With a career spanning over 37 years, she has won 15 awards for project designs from the Tahoe Regional Planning Agency, Washoe County, NV, and the IECA.
WBS is pleased to continue our collaboration with Kris Kuyper of WestLand Resources, Inc., which expands our capabilities to include NEPA/CEQA analysis; wildlife surveys; cultural surveys and analysis; and GIS mapping. Ms. Kuyper, M.S., CPESC, CESSWI Biology Program Lead, has 20 years of experience as an environmental consultant and 13 years managing projects for nonprofit and government agencies. She has demonstrated success in proposal writing, project management and administration, field data collection and analysis, and report production. In addition to ecological restoration projects, she has worked on water quality, low impact development, energy efficiency projects, and stormwater management. As a consultant, she planned, managed, and conducted botanical and wildlife field surveys (baseline, monitoring, special status species, noxious weed, and reclamation release) in Nevada and California. She has also prepared NEPA and CEQA documents, and “Waters of the U.S.” assessments. Ms. Kuyper and Ms. Etra have collaborated on numerous projects over the last 25 years

Client Testimonials
We consider Julie Etra with Western Botanical Services a cutting edge specifier. She stays on top of new technology and is very passionate about the erosion control industry. I had the privilege of serving on the International Erosion Control Association board where she serves as the International Vice President. Kelley Erosion Control always appreciates when owners hire Julie to write the erosion control revegetation specifications because we know that they will be appropriate for the site and written by one of the best in our industry.
